A command like that would be useful:

xfdesktop --set-wallpaper [filename]

It could be used in scripts and Thunar's UCA.

4.6 now has:

xfconf-query -c xfce4-desktop -p /backdrop/screen#/monitor#/image-path -s $file

Obviously replace the two #s with the screen and monitor number.  WONTFIX for 4.4.x.
