I know why it happens, the mixer just calls "xfce-setting-show sound" on its own which will pop up a window and that's exactly what focus stealing prevention is supposed to prevent. I have no idea what to do against that...
xfwm4 changelog lists: +- Ignore focus stealing prevention between windows of the same group or + between windows that have a transient relationship. So maybe we can use that?
Are you sure this does happen with Xfce 4.6 and not 4.4? I can not reproduce the bug. Indeed, the options window now seems to be built inside the mixer, and focus stealing prevention does not prevent the options window to be focused when opened.
This does not affect version 4.9.0.
