prevent creating rar archives, when unrar is installed, but rar isn't

unrar is free, rar isn't. that's why arch linux only provides unrar, but not the rar binary. squeeze should check if rar is available when listing the supported types in the "new" dialog, should prevent creating rar archives from the command line and should not let users add or delete files from a rar archive.

in the "new" dialog, i can select .rar as archive type, but when i do and click "new", then squeeze's statusbar says "initializing archive" and that's it. even when i try to stop that operation, it just does nothing.
