As per ml discussion:

"when file icons are enabled, show the desktop-file menu (i.e., the "Desktop" submenu when you right click on an icon) on right click on the wallpaper, and
then provide a hook to embed the normal xfce applications menu in a
submenu of that."

I would like the current behavior no to change if no file launchers are used.

Ok, this is done in svn trunk.  Unfortunately it required a huge amount of code changes to do properly, so this won't be backported to 4.4.
