I've just upgraded Xfce to CVS version and the icons on the panel are ugly (totally blured). And changing the icon theme doesn't do anything, and also the plugin "System Button" has always the same icons, I can't change them.

For the CVS version it is probably better to use the mailing list to discuss problems, because things are changing pretty fast. I'll try and see what I can do about the blurred icons. The missing icons are not a bug. It just means the icon theme you chose does not contain the icons the panel is looking for. Unfortunately there aren't (m)any themes that are anywhere near complete.
i had the same problem (really ugly fonts) but enabling hinting in "User interface" makes everything OK :)

If it can help I noticed that in the window where you configure the launcher, (where you set up the icon, the executable, ...) the icon is displayed correctly, and also, when using the alt+tab shortcut, the icons of the apps are nice too.
I think this should be fixed now. The xfce icon theme implementation is a bit broken at the moment, but I have some patches for that. Note: Let's hope CVS will be back up soon. The bug-tracker is up already, that's a very good sign.
Please verify that this is fixed.
