When I add the weather panel plugin to the panel that has a size value less than 22px, the panel jumps up to 22px.

Reproducible: Always

Steps to Reproduce:
1. set the panel size to be less than 22px
2. add the weather plugin
3. the panel expands to be at least 22px



Expected Results:  
The weather applet should scale correctly along with the panel and the rest of the plugins, all the way down to 16px.

I am using Xfce version 4.3.99.1 (Xfce 4.4 RC1), Xfce Panel 4.3.99.1, and xfce4-weather-plugin-0.5.99.1.

I will add 'horizontal' mode some day, but not before the 4.4.0 release.
