xfce4-genmon-plugin-3.0.tar.bz2 doesn't have a configure script so the plugin cannot be compiled.

Reproducible: Always

Steps to Reproduce:
1. Download http://goodies.xfce.org/releases/xfce4-genmon-plugin/xfce4-genmon-plugin-3.0.tar.bz2
2. Unpack
3. Try to install

Actual Results:  
There is no configure script.

Expected Results:  
There should be configure script.

Julien, running './autogen.sh && make distcheck' will create a distribution tarball.

I upload a new V3.0 version, and this problem is fix.
