Works perfectly here. However, it is important to make sure that all programs use the same encoding. I.e. start Thunar with LC_ALL= LC_CTYPE=de_DE.UTF-8 Thunar /tmp rename a file to the given file name, and open it. Works. However if file-roller or whatever other archiver you use, uses a different encoding (i.e. ISO-8859-1) it will not be able to decode the URI passed to it from Thunar properly.
