Create a folder, e.g. FooBar~ will not show in Thunar, though it is created. Using the address bar to navigate to FooBar~ works.

Folders named ~Foobar works, as well as Foo~Bar. Thus, end tildes aren't displayed.

Yes. Files/folders starting with a dot (.) or ending in a tilde (~) are considered hidden/backup files. They are hidden from the user visible listing by default. You can display them by toggling "Show hidden files" (Ctrl+H) for the window.
