Jasper, why does the panel install this icon? Can we perhaps move it (together with the other "category" icons) to libxfcegui4? Both xfce4-panel and xfce-mcs-plugins depend on libxfcegui4, so that'd definitely resolve this issue.

If you want to do it, feel free to hack around in the panel sources. I'm not sure when I will get around to doing it myself.
Uhm, shouldn't it suffice to move the icons to libxfcegui4?
Yeah, I would think so ;-) Makefiles need to be updated of course, anyway, it all depends on how soon you'd like this to happen.
I've flagged this bug as a 4.4.0 blokker, because it's ugly.
