xfce-utils should provide a simple screenshot utility (maybe similar to the current gnome-panel-screenshot), which is registered for "Print Screen" (the whole screen) and "Alt + Print Screen" (the current window).

It's already in the goodies, it's the xfce4-screenshooter-plugin

http://foo-projects.org/~elangelo/xfce-snapshots/goodies/

What's the need for another utility?

I guess I'll be the one to start up this discussion again.

The panel plugin is nice, but:
1. Where's its web page?
2. It takes up valuable panel space. For the occasional screenshot, I'd prefer to have my Print Screen key take the screenshot (with sensible behavior).

Even though I have no authority, here's what I suggest:
1. Create a goodies wiki page for the plugin (assuming it has no web page)
2. Move the screenshot functionality into a utility
3. Make the plugin a simple front-end to the utility
4. Map the Print Screen key to use the utility (in xfwm4?)

Your thoughts?

Diego: this is exactly what I'm planning to do ;)

Btw, I need to get a bugzilla component for xfce4-screenshooter-plugin !

Everything seems to be ok now, so I guess one could close this one :)

Yep, I almost fixed all issues. Except mapping the PrtScreen key by default, I posted to the ML to speak about this.

This bug has been reported on Ubuntu Launchpad as:
  https://bugs.launchpad.net/bugs/311757

Xubuntu 8.10 with all updates up to day of this report.

Steps:
1. make shortcuts to run xfce4-screenshooter-plugin, by key PrintScreen.
2. open any window, for example firefox.
3. for Firefox - right click over top system panel to show menu.
of you can open any menu from FireFox - for example "Bookmarks".
4 Push PrintScreen.

Detected: no effect, plugin did not launched

Expected: plugin should make a screenshot of all screen and popup menu.

This feature is in high demand when you try to make screenshot for reporting complicated bug, making manuals for newbies, ..... .

ADDED by charlie:
Is there a way to map the screenshooter-plugin to the PrintScreen key and use it to get a screenshot with menus open?

This is not really the correct place to discuss the problem you reported. The bug you report is fixed in 1.4.90 and 1.5.0 will be released soon.

For the key binding, you should ask to the developers of your distribution to set a key binding in their default configuration as there is no easy way to do this at the moment.

Xfce4 Screenshooter should be enough, distros can set the keybinding up for their default install.
