Hello Jasper,

    On one of my (old) computer, I'm used to use FBPanel (with Blackbox 0.70.x) as a taskbar. IMHO, it has an interesting feature I would like to see in xfce4-panel : the ability to raise or iconify a window with the mouse wheel button. As of today, FBPanel is the only one to support mouse wheel button in that way.

    The behavior with FBPanel is 1) to iconify a window when I scroll down with the mouse wheel button on its taskbar's button and 2) to raise it when I scroll up with the mouse wheel button. I think it might be an interesting feature to hav in xfce4-panel.

A quit patch, we might extent this a little with scrolling though the windows in a group.
