When I create a Freely Moveable panel, it gives me a choice of having handle on either side or both.  IMHO, if it only has one handle, when it grows or shrinks, it should "stick" to that handle; eg, if it has the handle on the bottom, it should grow to the top, so that the handle remains in the same position.

This seems like a natural way to implement sizing of floating panels. I'm not sure why I didn't respond earlier. 

I don't think it should be hard for someone to write a patch for this.

In the 4.8 panel will grow and shrick and reposition to the center of the panel.

Devel branch has been merged in master. A 4.7.0 release will follow soon. If you think this bug is not fixed? Feel free to reopen the bug.
