xfhelp4 shows me a web page with links to documentation, including a link:
  file:///usr/share/xfce4/doc/C/xfce4-panel.html
for the panel documentation.

This is a 404.

Hmm, you're right. I think someone disabled its installation, because it is only valid for older versions. A new document has not yet been written.
