Iconbox settings don't change behavior

When you change the config files for the IconBox, the behavior doesn't change.
No matter what you do to the configuration files, the behavior stays the same.
I've tried manually altering them, and altering them with XFCE Settings

Additional information:

I'm using XFCE 4.0.4, and the new GTK2.

mass reassign from zz-do-not-use to general, so i can remove the zz-do-not-use
