Add-menu-action-to-turn-off-on-window-border.patch

Occasionally, one would like to have a plain window on top with no decoration (f.e. a browser window playing a live stream).
Attached patch adds this functionality.

How do you show the border again after hiding if you need the window menu to toggle this setting?
(Also why not use the fullscreen mode? It also hides the window border)
