On Xubuntu 20.04, window decorations and mouse cursor are not scaled when window scaling is set to '2x'.

To reproduce:
- Install Xubuntu 20.04
- Open xfce4-settings-manager, go to appearance, then settings
- Set window scaling to '2x'
- Reboot to get rid of broken graphics
- Open any application, e.g. xfce4-settings-manager

xfwm version 4.14.1 (revision 44809c49)
compiled against GTK+-3.24.17, using GTK+-3.24.18
