Eickmeyer mentioned on IRC "it's Xfwm. Xfwm simply doesn't raise applications to the foreground when they're called upon. It's reproducible everywhere.", so please change the product/component.
@Jay Philips: I wouldn't say that this is necessarily an xfwm4 problem. The "problem" is that the power manager settings dialog is a singleton, meaning only one instance can run at a time. You can test this easily by first clicking "Power manager settings..." from the panel plugin menu and then immediately clicking the first device in the panel plugin's menu. The result will be that a single power manager settings dialog will be open, but it will have switched from the "General" to the "Devices" tab. So the settings manager tries to launch the power manager but nothing happens because it's already open. The main problem is the spinning mouse cursor which suggests that something ought to happen. Whiskermenu has the same issue of not focusing the power manager settings (and this may indeed be xfwm4 related) but there is no spinning mouse cursor.
