after popping up panel customize dialog, the panel seems to redraw and have a border of one pixel drawn for the part which is not filled with plugins. This happens with a fullwidth panel which has plugins starting from left but not til the end of the panel. Even after the dialog is closed the border is there, until a new plugin is added or removed.

It was supposed to give an indication of the active panel (useful when there are multiple panels). Unfortunately it doesn't really work properly, so I have now removed it (rev. 20989). Thanks for the report.
