Unmaximizing the settings window has no effect

Hello.

Steps to reproduce the issue:

1. Open xfce4-settings-manager (4.15)
2. Left-click the new-style window title bar
3. Select "Maximize"
4. Left-click the new-style window title bar
5. Select "Unmaximize"
6. [expected] Window is resized back to its size in step 2
6. [actual] Window remains to be maximized

I am not sure. Bug 16276 is reported for version 4.14.x, while this one is reported for version 4.15.0.

The linked bug was not fixed yet, so it should affect version 4.15.0 also.
