Make inhibitors disable display power management

Inhibiting xfpm does not disable display power management. Thus, a laptop may never go to sleep and never enable the screensaver but will still blank the screen. This is annoying when playing back videos and confusing for the user who might think that the screensaver is enabled and the session locked(!). The attached patches for master and 4.14 branches establish both presentation mode and active inhibitors as reasons for inhibiting DPMS as well.
