The initial Window or tab does not respect "Working Directory" setting. Only subsequent tabs or windows will respect that setting. The initial window always uses current directory instead.

In fact, I had to revert this change since it broke the "Open terminal here" functionality (see bug #16307). This functionality relies on the assumption that the terminal will open in the current working directory - and this is how it's been working for ages so I'm not sure how to support both use cases... One suggestion I have for you is to run the terminal with '--working-directory'/'--default-working-directory=your_favorite_dir' when you don't want it to open in the current dir.
Ok. Perhaps the option to fix a "Working dir" in the terminal's options can go away then?
