I generally use Linux Mint XFCE with the compton compositor.  I decided to test the new 4.14 xfwm4 compositor instead of compton.  My CPU usage for the same video went from 16% to 40%.  Went back to compton due to increase.  Attached is a neofetch of my hardware and system.

I would say yes after reading it.  I didn't retest with vblank off though...  Didn't want to go that route.
