xfce randomly loses configuration files

Sometimes files in .config/xfce4 just disappear if the hdd loses power. 

I suspect that the way xfce works with configuration files is not really safe, that is xfce just directly writes into a file instead of creating a file with a random name and then moving it over the old one. This becomes important if the hdd loses power (which happens on laptops quite often), although I am not entirely sure this is the case.

I had this experience recently, when my xfce4-panel lost half of the panel *.rc files.
