logs are enabled at settings->notifications->log , but there are no items in in "notification plugin" panel applet menu, and there is "no notifications" written.

The list of logged messages is only updated after closing and opening the Notifications settings window again. Can you confirm this?

no, i have opened that settings window today, but there are still no logs shown in the logs history panel. though logs of previous days/times might have appear.

but, i had "notification plugin" removed from panel, (if that is important), today i have put it there, and going to let it stay for several days.

Are you sure xfce4-notifyd is running / in use? We have seen a few bugreports where users had other notification daemons running so nothing was logged.
Which distribution are you using?

Another potential problem are the logging settings - have you tried to enable "Log notifications" - "always" (and obviously the switch in that row has to be enabled as well)?

Which distribution are you using? - i said : debian 10.

Sorry for not reading carefully.

Does the directory ~/.cache/xfce4/notifyd exist and if yes, is there anything inside?

yes, there is an empty folder "icons".
