I do not know if this should be changed, but another case of this layout arrangement can be seen in xfwm4-workspace-settings.

In my opinion the spinbox should have an option to expand just like Hinting

I have fixed the width of the spinbutton to make sure the input is always readable.

As most Xfce dialogs I'm aware of don't horizontally expand spinbuttons I kept this part as is.
