I installed the build tools:
sudo apt install xfce4-dev-tools libglib2.0-dev-bin

and ran the autoconf.sh script which seems to fail:

<USERNAME>@laptop-linux:~/Downloads/temp/xfce4-screensaver-xfce4-screensaver-0.1.8$ ./autogen.sh --prefix=/usr --sysconfdir=/etc

Please add the files
  codeset.m4 gettext.m4 glibc21.m4 iconv.m4 isc-posix.m4 lcmessage.m4
  progtest.m4
from the /usr/share/aclocal directory to your autoconf macro directory
or directly to your aclocal.m4 file.
You will also need config.guess and config.sub, which you can get from
ftp://ftp.gnu.org/pub/gnu/config/.

What can I do to fix this?

Make sure you have all of the Debian build dependencies as seen here:

https://salsa.debian.org/xfce-extras-team/xfce4-screensaver/blob/debian/master/debian/control#L6

Thanks, that did the trick! :)

I had no ideas the build dependencies were defined in the file xfce4-screensaver/debian/control. How could I have known that, I mean how could I have found that missing piece of information by myself? Is this some kind of 'best practice' location within the sources where this information is stored, or is it something you came up with?

Regards
