Settings manager window width cannot be reduced if the saved width is too large.
To reproduce:
1) Open settings manager and expand it horizontally (increase the width to over 1400pixels).
2) Exit settings manager which saves the last width.
3) Open settings manager again. Try to reduce the width by resizing. It can't be reduced.

As per IRC, this isn't reproducible so it may be dependent on my system.
I am running xfce 4.14 with gtk 3.24.12 on a core i5 skylake cpu and a nvidia 1050ti gpu.

I was not able to reproduce this bug either.

Does the attempt to resize the window move it instead?

No. And if I start with 600 width, I can resize up to 1900 and back to 600 as many times as I wish. Then when I close xfce4-settings and it saves the new size (900 for example), I cannot reduce it below 900 again.
