Agreed that it would be nice to have the posibility to minimize. Patches are welcome !
Possibly not a thunar, but a xfwm problem
With xfwm 4.12, non-transient dialogs didn't have the minimize button, now they have but it doesn't work, so I'm almost sure it's a bug (reproducer: https://gist.github.com/andreldm/f96da5f58276bc9fe076d4d072a9ee97)
