ArchLinux is a rolling release distro depending on the most recent upstream packages (usually installed `as is' with no modifications). XFCE 4.14, especially: xfce4-settings 4.14.0-1 Any changes under: Appearance -> Fonts -> Rendering have no effect at all now or after a reboot; even the most general `enable anti-aliasing' option. Moreover any changes in the `/etc/fons/conf/.d' seem to be ignored. It relies on some default (whatever it is). Alternatively - maybe after upgrade XFCE depends on some kind of cache settings?
It works for me just fine. Can you confirm the issue with a different user account? Related reports: Bug 15643 Bug 15670
Just created a new account and logged in as that user. Unfortunately there is no difference :-( the problem persists..
BTW: I've never experienced such a problem till the upgrade from 4.12.
Run the following command and follow the steps: $ GTK_DEBUG=interactive mousepad 1) Double click on GtkSettings 2) Select 'Properties' 3) Scroll down to gtk-xft-antialias Now check if toggling the "Enable anti-aliasing" option changes the value in the GTK+ Inspector.

Then it is not a bug in Xfce I think. Probably best to ask in the Arch Linux support channels.
But I've never experienced it till 4.12->4.14 upgrade. That suggests it may be XFCE related
Can you reproduce the problem with a second installation (virtual machine, USB device,...)?
I've found an interesting thing: Yes, it works but any changes are applied AFTER closing the `Appearance' window (closing; switching to another tab is not enough). In 4.12 (and 4.10 and 4.8 and ...) it worked immediately after the change was done.
In comment #1 I have mentioned bug 15643. Also, you initially said that not even a reboot had any effect.
In the sense that after reboot it works the same. That is: no changes are applied when the Appearance windows is open. Sorry for misunderstanding.
