Fedora 30, xfce4-panel-4.13.6. When I unchecked "Show miniature view" in the "Workspace Switcher" window, drag'n'drop from "Windows buttons" applet stops working: when I drop icon to workspace switcher button nothing happens.
I think this feature was never implemented. If you look at the code of the pager, only the miniature view has the drag and drop signals connected: https://git.xfce.org/xfce/xfce4-panel/tree/plugins/pager/pager.c#n415
