I attached a patch to add the openSUSE Xfce default layout to the mix.

I hope it's ok to add upstream :)

Cool - absolutely!
Just as a learning from Xubuntu: it helps adding the release version, because your layout may change and you may forget to update the profile shipped with xfce4-panel-profiles so there'll be a mismatch.

So what could happen to a user is they would wanna re-set the panel to the initial layout but would get an old/er default layout.

But from my pov it's up to you which route to take.

there was a weird line at the end that screwed the separator setting. It's now fixed.

I wish there was a way to configure whisker menu as well. Right now it does not seem possible

It should be possible to configure whiskermenu, but it might require adding the keys yourself. See https://git.xfce.org/apps/xfce4-panel-profiles/tree/data/layouts/xubuntu-18.04/config.txt#n18 for an example.
