The notification service is not running. No notifications will be shown.

Which version of xfce4-notifyd are you trying to run and how are you starting the service?
Also, what happens when you try to start it? Any debug output or error messages?

I got xfce-extra/xfce4-notifyd-0.4.4.
When I start it from terminal as /usr/lib64/xfce4/notifyd/xfce4-notifyd things seem to working.
Notifications panel shows it running and notify-send will also work.
Should I just add it to session autostart?

It prints a warning message though:
(xfce4-notifyd:10123): dbind-WARNING **: 22:04:06.967: Couldn't register with accessibility bus: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken.

That warning message is unproblematic.

Regarding the autostart, you have two options. You can use either the desktop file that xfce4-notifyd comes with (which basically contains the line you launched it with) or use systemd.
In any case, from my pov there's no bug in this report.
