Steps:
1. Right-click on panel
2. Panel > Panel Properties...
3. Notice that dialog's name is 'Panel' rather than 'Panel Properties'.

Tested on Xubuntu 19.10 Daily

Actually it's Panel > Panel Preferences, so it should be that instead of "Properties".
