Don't automatically active timer when adding plugin to panel

Adding the plugin to the panel automatically activates the timer resulting in a pop up that the user can postpone after som minuts.
Perhaps better to keep it disabled and let the user active it.

The timer starts when the plugin is initialized and AFAICT there is no way to tell when the plugin was added to panel or the panel has just started.
Having to start the timer every single time the computer starts is much more annoying than getting a "surprise" postpone screen after 30 minutes.
