maximized settings window showing the issue

Xubuntu 19.04 with the experimental XFCE PPA enabled.
When the settings window is maximized, therer's a wide gap between each category.
Scrolling the window fixes this issue.
Regression from the stable version.

I can confirm this bug. Additionally, entries will be missing after returning from maximized mode -> Bug 14792.
