Black line is edge of tooltip box

Tooltips for most, but not all, panel plugins are displayed off screen. I can still see the edge of the tooltip box, but not the actual text. The following components display the tooltip off screen:

- blueman-applet
- NetworkManager-Applet
- Xfce Power Manager
- DateTime
