Power mgmt is set to "blank the display" after 5min, "Put to sleep" and "switch of" are set to never.
Brightness reduction is set to 10% after 60s. 

After brightness reduction the screen is going back to bright on mouse/pad action or keyboard activity as expected.
After blanking the screen, the screen stays blank on the following activities: mouse/pad action, keyboard action, function key for display brightness.
Screen is coming back if power button is pressed followed by Return (power button is set to "Ask"). This is triggering a log off of the user. User has to log in again. Unsafed data is lost. 

Hardware: dell xps 13
System: xubuntu 16.04 lts
Version xfce4-power-mgmt 1.6.1.

Can you confirm that the workaround from the linked report works for you?

Hello, I have the same issue with XUbuntu 19.04. The workaround you mentioned does not work in all circumstances. The screen is waked up for one or two seconds and then it is blank again if I enter the password without having the input dialog. If I uninstall light-locker and install gnome-screensaver the same issue is present. This workaround does not help. sometimes it helps to close the laptop, wait some seconds and reopen again. Unfortunately there isn't a workaround which works always.(In reply to Theo Linkspfeifer from comment #2)

As Theo suggested it's not a bug in the power manager.
