Thunar has three viewing modes: Icons, Detailed List and Compact List. When in Icons or Compact List view modes, there is a 'Arrange Items' submenu in the context (right click) menu but this is missing from the Detailed List view mode context menu.

In detailed view, you can apply the same sorting when clicking on the head of the column you want to sort for. Click twice for inverted sort.

The options in icon/compact view are more limited than in detailed view. 
In detailed view IMO arrangement only makes sense for the columns which are available. 

However yes, I agree that it would be more consistant to have "arrange items" on all views, possibly with a variable list of arrangement options, in order to fit for detailed view.
