Adjusting backlight will vary, depending on the way you do it:
- using the slider within xfce4-power-manager applet, the display brightness goes from a minimum level (leds at a minimum brightness, but yet on) to a maximum level;
- using the keyboard function keys, the display brightness goes from a total black screen (leds are off) to the same maximum level of above;
- scrolling the mouse wheel on the xfce4-power-plugin applet, the display brightness changes like with the function keys (leds off). 

All these methods should do exactly the same, and operate between the same minimum and maximum values, with the same step.
Moreover, the minimum, maximum and step values should be customizable somewhere by the user (if they are, I couldn't find it).
