xfce4-power-manager prevents xscreensaver from ever starting. And if the screensaver is started manually, about once a minute it wakes up and prompts for the unlock password. This would appear to be because xfce4-power-manager is sending keypress signals at a regular interval. This has been reported several places, including the official xscreensaver page: https://www.jwz.org/xscreensaver/faq.html#no-blank https://unix.stackexchange.com/a/325053/4358 https://unix.stackexchange.com/q/253184/4358 https://unix.stackexchange.com/q/324789/4358
