It's very difficult to precisely click the desired button on the window buttons plugin with current design. The only way you can resolve this right now is by disabling the labels ("Show button labels" in your screenshot).
if I disable the labels, then I no longer see the window titles, which is something I can't use at all. can this resizing feature be implemented for the next major version?
Also affected. This problem seems to be introduces since gtk3 was introduced. The button size was settable in xubuntu 18.10 LTS, where gtk2 was still in use. I think technically this report is related: https://forum.xfce.org/viewtopic.php?pid=54384#p54384
