Fedora 29 krusader-2.7.1-1.fc29.x86_64 Krusader does not show up on the Panel 0 taskbar. You have to use alt tab to find it if you minimize it

It is getting worse as the day goes on. Now Libre Office does not show
extra info. If you wait about an hour with out starting or stopping a program, this clears up.
It is doing it right now. Brave and Osmo and missing from panel 0. Here is some interesting info: $ xfce4-panel -r && xfwm4 --replace Waiting for current window manager (Xfwm4) on screen :0.0 to exit: Done (xfwm4:18538): xfwm4-WARNING **: 13:59:14.477: Option "snap_to_windows" in not of expected type boolean And it hangs.
Ah Ha! I can now reproduce it. I only have one screen configured., Take your mouse and run it off the right side of your screen. Panel 0 will depopulate. Keep running he mouse to the right (still off the screen) and the mouse will pop back on the left side of the screen and panel 0 will repopulate. You can do this over and over and over. It is like it is showing you the panel0 for the second workspace. ooops. I just double checked and I somehow got slammed into a second workspace. Reverting back to only one and no issue. Whilst I had two workspaces, there was no sigh of it in the far right of the panel 0 task bar and no indication that I had two panels running anywhere.
Extra info: when you mouse over to the second workspace, all of the open programs remain exactly where they were this was upgraded from Xfce 4.12 on Fedora 28 when you mouse off the right and it reappears on the left, it will keep doing this over and over.
The original reported problem is back now that panels are set back to 1
This has been driving me crazy all afternoon. I have a Fedora build coming up for a customer. No way I can beset this bug on some non-technical user. Is this fixed is 4.14? And can you back port it to 4.13 is the mean time?
4.14 was not release yet, so there is nothing to back port. I couldn't understand what exactly is the issue and how to reproduce, can you provide clear and concise steps of how to reproduce the issue and what are the actual and expected outcomes?
Well now. The only way to reproduce to is to use it. Constantly minimize your programs to Panel 0. Suddenly, you will find some of the icon of your minimized program missing from panel 0. Then you have to use <alt><tab> to find them. And if you wait ~30 minutes, panel 0 will repopulates all on its own. I am a power user: I have qemu-vkm, xfreerdp, Libreoffice, Lotus Approach (though Wine Staging), PDF Studio and others going all at once. So to reproduce, you have to torture your machine. It will forgive you, eventually. :-) I have reproduced this on two Fedora 29 machines. No way I can unleash this on a low skill user. So, it may be easier for you to have me collect some data happens to me. My choice is either use Mate or install Fedora 28, which is almost out of life. On the bright side, this bug dos not make me cuss under my breath any more.

Created attachment 8550 panel 0 not left justifying Here is a tip off that this is happening. When you close a few programs, the task bar does not left justify the remaining icons to the right. See the attached png, xfce4-panel -r fixes it

I just had to reload the panels to get Thunderbird to appear in Panel 0. So somewhat better, but not fixed

I have seen this issue (very rarely though), but haven't found a way to consistently reproduce it so I could test and debug it a bit more. If any of you affected users find a way to, please let me know!
