When a plugin is using xfce_panel_plugin_register_menu and you drag the plugin
to another panel and the popup the menu, the "old panel" will unhide, not the
current one.

Reproducible: Always
Steps to Reproduce:
1. Create launcher with atleast 2 entries
2. Set the "current" panel to autohide.
3. Use it... everything works fine, panel unhides when you open the menu
4. Move the plugin to another panel (with or without autohide)
5. Use the menu
Actual Results:  
The old panel will unhide

Expected Results:  
Unhide the "current" panel and do nothing with the old panel
