Created attachment 8012 Screenshot There is some border around window buttons' buttons which prevents them to be clicked, when the cursor is fully up (when the panel is on top of the screen). Please make buttons respond to click when cursor is fully up. It enchances usabiltiy and speeds up panel usage. Thank you.
I confirm this bug on fresh installation of Xubuntu 18.10: it is very frustrating to put the cursor and not be able to click on the desired point. On my installation this problem also occurs when the XFCE main panel is positioned at the bottom Thank you
This problem has been both reported and fixed already. Unfortunately the fix hasn't made its way to Xubuntu yet, but hopefully soon. *** This bug has been marked as a duplicate of bug 13509 ***
Setting GDK_CORE_DEVICE_EVENTS=1 doesn't fix this problem. Sometimes right button works on the edge of the screen showing "Window buttons" context menu, but left click never works.
@Andrey: Your problem is with the Gtk+ theme, not the panel. You can easily test this by switching to "Adwaita" which should be available in any distro. The related theme issue in Greybird has also been fixed now, but not yet released: https://github.com/shimmerproject/Greybird/issues/240

when will this fix be included in regular Xubuntu updates like others?
Depends on whether our packagers are motivated enough to backport the two fixes needed to Xubuntu 18.10. For sure the issue will be resolved in 19.04.
