Usability: Unify context menus

Context menus seem to be defined independently for desktop, sidebar, and main panel. Sometimes actions are missing, sometimes they are arranged differently. This makes the user experience confusing: When not finding an expected action, the user has to check two or three places (main pane, sidebar, possibly desktop) to check whether the action is really not there or whether he's just looking in the wrong place.

Suggestion:
Unify context menus by specifying the actions for a UI object once ("single source of truth" principle).
If entries need to be adapted according to context, add a way to specify what variations are needed.
