Xfce4-statusnotifier-plugin automatically adds a second line if height of panel is 48 px or more. This is an issue on HiDPI screens because the icons get too small to be useful when the panel does have a regular size. (Noticed on Xubuntu 16.04 as well as 18.04)

Hi, Timo!

You can disable "arrange items in a single row" in plugin settings. However, the issue is caused by the fact that GTK 2 panel reports its actual size in pixels, while GTK 3 panel with configured GDK_SCALE will report a scaled value. This issue will be fixed by its own when xfce4-panel 4.14 will be released.
