I have a panel at the bottom of my laptop screen. When I plug an external monitor and configure it to be above my laptop display, which is the primary display containing the panel, windows maximized in the monitor with the panel extends below it as if I had toggle not to reserve borders in the panel configuration. This doesn't happen before plugging the external monitor.

Yes, this is perfectly normal, struts as defined in the EWMH are relative to the global X11 screen, so you cannot have panels in between monitors.

But the panel is at the bottom of the bottom monitor, not in between monitors.

In which case I would ask for a few things:

1. The output of "xfwm4 --version"
2. The output of "xrandr -q"
3. The output of "xprop -root _NET_WORKAREA"
4. the output of "xprop _NET_WM_STRUT_PARTIAL" *after* clicking on the offending panel (the one at the bottom)
