It's follow up from https://bugzilla.mozilla.org/show_bug.cgi?id=1466864

When Firefox is maximized, then fullscreened (by F11) and then restored back (by F11) main toplevel window is not maximized. It's reproductible only with disabled system titlebar.

I also attached a simple Gtk+ testcase which shows that.
