I'm testing Xubuntu 18.10. I have the pulse-audio plug in .When I click it a menu opens, one of the options is: sound settings; when I click that, nothing happens. Please see here: https://imgur.com/a/AdsNlgn I would expect a menu to open.
I'm still testing 18.10. I can report that now clicking the sound settings the appropriate menu/dialogue is opened. Not sure what changed - I have updated my install daily.
